Well, far be it from me to answer a question on Justin Bieber because he represents pretty much everything i hate about celebrity etc. but I think there’s three main factors:
1) he wouldn’t be seen dead going out with a normal, non-famous person – it’s very rare that a famous person goes out with a "normal person", they all end up with some form of actress etc. partly because it’s good gossip and partly because they get superior/don’t even meet normal people often.
2) most of the famous people he meets will be at least in their 20s or something, most people need time to become famous, so if they "go out" as it were then those would be his only options
3) they find him "cute" in terms of being young and naive; there’s probably also a bit of maternal instinct as I doubt any of them are sexually attracted to him what with him being below the age of consent
